The impact of the fourth industrial revolution on economic growth is a matter on which economists disagree.

On the one hand, techno-pessimists argue that the most important contributions of the digital revolution have already been made, and now they have practically no effect on performance. Opposing techno-optimists argue that technology and innovation are at the point of an epidemic-like explosion and very soon will cause a surge in productivity and economic growth.

I remain a pragmatic optimist. I am well aware of the potential deflationary impact of technology (even if it is defined as “positive deflation”) and that the distributional effects of this impact can in part play in favor of capital rather than labor, and also put pressure on wages (and, therefore, , on consumption). I also see that the fourth industrial revolution provides the possibility of increased consumption at lower prices in a way that provides a transition to more sustainable consumption patterns, which, in turn, lead to more responsible consumption.

The potential effects of the fourth industrial revolution on production growth can only be seen in the context of economic trends and other factors that ensure this growth.

A few years before the start of the economic and financial crisis of 2008, the growth of the global economy was about 5% per year. If this growth rate were maintained, it would allow global GDP to double every fifteen years and due to this, take billions of people out of poverty.

As a direct consequence of the Great Economic Recession, many expected that the economy would return to the previous model of rapid growth. But that did not happen. The global economy stalled at a growth rate of 3 to 3.5% per year, which was below the average post-war level.

Some economists suggest the possibility of "age-old recession" and refer to "permanent stagnation" - a term created during the Great Depression by Alvin Hansen and recently reintroduced by economists Larry Summers and Paul Krugman. “Permanent stagnation” characterizes the situation of a constant shortage of demand that cannot be overcome even with zero interest rates.

Although this idea is disputed in scientific circles, it has fundamental implications. That is, if the idea is correct, then the growth rate of global GDP may decline further. One can imagine an extreme scenario in which annual global GDP growth will fall to 2% per year, which means that we will need 36 years to double global GDP.

According to some forecasts, the world's population should increase from the current 7.2 billion to 8 billion in 2030 and 9 billion in 2050. This should cause an increase in aggregate demand. But there is another powerful demographic trend - aging.

It is believed that this trend primarily relates to the rich Western countries. But this is not at all the case. Fertility drops below reproduction in many regions of the world, not only in Europe, from which the recession began, but also in South America and the Caribbean, in many Asian countries, including China and southern India, and even in some countries in the Middle East and North Africa, particularly in Lebanon, Morocco and Iran.

Aging is an economic problem. Without a sharp increase in the retirement age, which returns the senior members of society to the ranks of the labor force, the working-age population will decrease, and the number of non-working elderly people will grow.

As the population ages and the number of young people shrinks, the number of acquisitions of high-value goods — such as homes, furniture, cars, and household appliances — decreases. In addition, a significantly smaller number of people will be prepared to take on entrepreneurial risk, as aging workers prefer to keep their savings, which they may need to ensure a comfortable pension. This is in some way offset by retirees who spend savings, which together reduces the rate of savings and investment.

Such habits and behavioral patterns may change, but on the whole, the aging world is doomed to slow growth. Unless the technological revolution causes a dramatic increase in productivity, which is determined by the ability to work more efficiently.

Many new non-competitive products and services have zero marginal costs and (or) enter their highly competitive markets through digital platforms.

In this case, all these factors reduce prices. Under these conditions, traditional statistics may not be able to capture the actual increase in value, since the consumer surplus is not yet reflected in total sales or in an increase in profits.

4. Economy “on demand” is finally changing the world

Google chief economist Hol Varyan points to various examples, including improving the economy of calling a taxi on a mobile application or renting a car with “economy on demand”. There are many services, the use of which can increase efficiency and, consequently, productivity. But since such services are mostly free, they provide unrecognized value at home and at work. This creates a discrepancy between the value created through the service and the growth that is reflected in the official statistics. It also assumes that we produce and consume more efficiently than economic indicators show.

Another argument is that, while productivity gains from the third industrial revolution may also decrease, the world will have an explosion of performance as a result of a wave of new technologies born of the fourth industrial revolution.

5. In the future, we will have to invent new strategies for competition.

In my opinion, the competition rules of the economy of the fourth industrial revolution are different from those in previous periods.

To be competitive, you need to innovate in all their forms. This means that strategies aimed mainly at reducing costs will be less effective than strategies involving innovative development.

Summing up, I want to note that the combination of structural factors (over-indebtedness and an aging society) and systemic factors (introduction of a platform and an economy on demand, the growing urgency of lowering the marginal level of costs, etc.) will force us to rewrite economics textbooks. The fourth industrial revolution has the potential to boost economic growth and mitigate some of the global problems that we all face.

However, we should also recognize its possible negative effects and manage them, in particular, with regard to inequality, employment and labor markets.
